World Childhood Foundation is seeking a consultant or evaluation team to conduct an independent external evaluation of our work to strengthen care reform in Thailand over the period 2013–2026.
Background
Children growing up outside of family care are among those most vulnerable to sexual abuse, exploitation, and violence. In Thailand, at least 135,000 children live in residential care — despite the fact that around 90 percent have at least one living parent. Poverty, limited family support, and systemic gaps continue to drive unnecessary institutionalization.
For more than 20 years, Childhood has worked in Thailand to support a shift from residential to family-based care — through direct partner support, coalition-building, research, and advocacy, including as a founding supporter of Alternative Care Thailand (ACT). Significant policy progress has been made. We now want to understand the extent to which Childhood and the broader field have contributed to this change — and where the greatest potential for continued progress lies.
The Assignment
The evaluation will analyze systemic changes, challenges, and lessons learned from Childhood’s investments in care reform, and inform our future strategy and grant-making.
What We Are Looking For
A consultant or team with experience in qualitative and quantitative research, strong knowledge of alternative care and child protection and familiarity with the Thai context.
Practical Information
Proposals must be received no later than 31 July 2026 and will be reviewed on an ongoing basis.
